Day/Lfks/[801]777-6878 This is an amendment to the previous Sources
Sought Synopsis to identify sources that can modify the enhanced fire
control computer (EFCC) (NSN: 1270-01-421-5847) on the F-16 aircraft
with new technology. CHANGE: This is not intented to be a development
program. The EFCC performs computations for equipment residing on the
weapon system's multiplex buses and provides redundant communications
control of the aircraft's computers. CHANGE: The objective of this
program is to resolve Diminishing Manufacturer Sources (DMS) problems,
improve the reliability and maintainability, increase the throughput
and expand the memory of the EFCC through retrofit and modifying the
existing EFCC. Upon completion of the modification, the end items will
be required to pass software capability upgrade (SCU) -- -2
integration test procedures. CHANGE: The contractor will be required to
handle USAF classified software/hardware at the SECRET Level. Any
contractor bidding on this program must demonstrate their modified EFCC
meets all requirements and functions correctly on the F-16 C/D Block
25/30/32 Integration Test Bench in Building 1515 at Hill AFB, UT by 1
March 1998. CHANGE: The USAF has a time-critical requirement for this
program with the delivery of the first EEFCC anticipated to be in late
1999. Respondents to this notice will be sent a DRAFT Statement of
Objectives (SOO) and Technical Requirements Document (TRD) based on the
Demonstration/Validation units built by Hughes Electronic Technology
Inc. (HETI). It should be noted that HETI invested in the development
of the modification and has proprietary data that can not be provided
to another source. This survey is for information and planning purposes

Proposal and is not to be construed as a commitment by the Government.
