CHANGE: This is not intented to be a development program. Respondents to this notice will be sent a DRAFT Statement of Objectives (SOO) and Technical Requirements Document (TRD) based on the Demonstration/Validation units built by Hughes Electronic Technology Inc. (HETI). It should be noted that HETI invested in the development of the modification and has proprietary data that can not be provided to another source.
