C -- A/E SERVICES FOR VARIOUS CIVIL ENGINEERING PROJECTS AT THE NAVAL COMPLEX, NEWPORT, RI SOL N62472-98-R-6924 DUE 031898 POC Beverly A. Dutra at (401)841-2544, extension 111 This acquisition is 100% SET ASIDE FOR SMALL BUSINESSES. The The SIC Code is 8711 and the size standard is $2,500,000. Architectural and Engineering Services are required for preparation of plans, specifications, cost estimates and/or conduct of surveys and preparation of reports for a variety of general civil engineering projects at the Naval Complex, Newport, Rhode Island, each of which will require a broad range of expertise, especially in the area of site development, roads and pavement modification and repair, and civil utility improvements and repair. Also included may be: checking of shop drawings, preparation of "as-built" drawings and consultation during construction. There may be asbestos, lead or toxic waste connected with projects that may be included in this contract. This is an Indefinite Delivery A/E contract for the period of twelve months and including an option for an additional one year extension. Subject to necessary changes, the total A/E fee that may be paid under this contract will not exceed $500,000 for the basic contract and will not exceed $500,000 for the option year. The Government reserves the right to exercise the option for this contract. A/E firms responding to the announcement will be evaluated on the below requirements based upon the following criteria in relative order of importance. a) Specialized experience and capabillities in a broad range of civil engineering work b) Specialized experience and capabilities in civil utilities related work c) Familiarity with Federal and State Laws as to removal and disposal of asbestos and other contaminants d) Professional qualifications of staff to be assigned, including all consultants that may be required, with special emphasis on field personnel to be utilized e) Location of the firm in the general geographic area of the projects, provided there is an appropriate number of qualfiied firms therein for consideration f) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules g) Volume of work previously award to the firm by the Department of Defense.
