Code DACA88) The Materials Science and Technology Division of the U.S.
Army Construction Engineering Research Laboratory (USACERL), requires
Research Support, Engineering Studies and Demonstration in the Area of
Electro Osmotic Pulse (EOP) Technology for Water Seepage Control in
Structures. This research is to be directed toward tasks such as 1)
conducting site assessments and structure testing to determine the
feasibility of EOP installation; 2) designing the appropriate EOP
System for a specified site (as detailed under the individual task
order); 3) installation of the approved Electro Osmotic Pulse system;
and 4) providing system acceptance testing. Other requirements shall
include providing documentation such as water seepage prior to
installation of EOP system, and documenting operating parameters of the
EOP system at the time of installation. The selected source shall be
required to re-inspect the EOP system after installation and provide a
warranty of the installed system for a period of fifteen (15) years
under normal operation. Services to be provided will be accomplished by
up to a maximum $5,000,000.00 under an Indefinite Delivery Contract
with a maximum per firm-fixed price task order of $300,000.00. Task
orders may be issued during a period of one year with the same terms
and conditions as the basic Indefinite Delivery Contract. The contract
will include four options for additional twelve (12) month periods in
accordance with the terms and conditions of the original contract.
Multiple awards will not be made under this solicitation. Award will be
based on best value to the Government. Request for Proposal (RFP)
Number DACA88-98-R-0005 will be issued on or about 30 January 1998 with
the closing date on or about 2 March 1998. Submissions shall be in
