L -- PROPULSION, WARHEAD, AND ENVIRONMENTAL TEST FACILITIES, MAINTENANCE AND OPERATION SERVICES -- SOURCES SOUGHT SOL N68936-98-R-0059 DUE 021998 POC Marge Schafer, Contract Specialist (760) 939-4292 or Maureena Mueller, Contracting Officer, (760) 939-8176 The Naval Air Warfare Center Weapons Division, China Lake, CA anticipates issuing a solicitation for a five-year contract for Propulsion, Warhead and Environmental Services. The Standard Industrial Classification (SIC) Code is 8734 and the small business size standard is $5 million average annual receipts over a three year period. The solicitation will be issued as part of an OMB Circular A-76 cost comparison study. Based on the results of the cost comparison, the Government may elect to award a contract or to retain the function in-house. In the event the function is contracted out, the successful offeror must possess the ability to obtain a TOP SECRET clearance. The requirement is to provide all management, administration, supervision, labor, materials, supplies, and tools to provide for the operation, maintenance improvement, modification and management of test and evaluation systems, associated test and evaluation support systems and subsystems, equipment and test sites and shall perform all tasks as related to the Ordnance Operations Division of the Naval Air Warfare Center-Weapons Division at China Lake CA. Requirement will provide the capability for conducting propulsion, warhead, environmental, safety, non-destructive, plume measurement, aeroheat and gun projectile ordnance test operations in support of the Ordnance Research, Development and Test and Evaluation (RDT&E) community. The propulsion test facilities provide the capability to static fire solid propulsion systems. The warhead test facilities cover the complete range of testing on explosives and warheads by providing at one extreme a completely instrumented facility for laboratory scale research and testing and at the other, facilities and instrumentation for tests involving thousands of pound of high explosives. The environmental and safety test facilities provide the capabilities required for qualification of all-up live tactical weapons and the ordnance components prior to fleet introduction.
