Officer, 415-561-4501 The National Park Service has a requirement to
conduct a study of visitor access to Muir Woods National Monument and
to investigate alternative means of relieving traffic congestion and
impacts attributable to the Muir Woods visitor that affect the Monument
and southern Marin County. The objectives of the study are: 1.
determine feasible alternatives to the private automobile as an access
mode; 2. define existing and potential transportation providers and
their systems and; 3.prescribe a reservation program as part of a
possible implementation strategy. This implementation program should
include practical comprehensive incentives and disincentives that guide
visitors into non-peak periods and out of their automobiles in order to
mitigate traffic, parking and overcrowding concerns. The study will be
delivered in report form that includes the objectives of the study,
written analysis, findings and recommended strategies consisting of two
basic categories: 1. Demand Management -- strategies that reducepeak
period auto use, and 2. Transportation Services -- new transportation
services and /or facilities that provide alternatives to the private
automobile. The potential alternative methods for financing the
implementation package will be explored and integrated into the report
findings and recommendations. The significant Evaluation Criteria for
selection relate to the technical expertise and demonstrated knowledge
of the firm in the field of transportation planning. They are in
descending order of importance as follows; 1) Professional
qualifications of members of the firm to complete required traffic
studies/analysis and formulate comprehensive local as well as regional
transportation system plans; 2) Specialized experience and technical
knowledge of alternative transportation modes and their system
implementation requirements and operational costs; 3) Past performance
on projects of a similar nature with regards to compliance with
regulatory requirements and completed cooperative multi-disiplinary
planning efforts; 4) Past experience working with the National Park
Service and knowledge of National Park Service management policies and
regulations; 5) Location of the firm within the local geographic area
and familiarity with local project conditions, transportation system
operators/regulators and existing transit/access options This
