barretmk@inel.gov. The U.S. Department of Energy, Office of Geothermal
Technologies, Advanced Drilling Systems Research Program, via the
Idaho Operations Office (DOE-ID), is seeking applications for
cost-shared cooperative agreements for industry-government Research &
Development projects to develop advanced drilling technologies and
transfer the results to industry. These new developments can then be
used by the U.S. geothermal industry to solve technical problems. The
statutory authority for the issuance of this solicitation is Public Law
93-410, the Geothermal Energy Research, Development & Demonstration Act
of 1974. The Catalog of Federal Domestic Assistance Number for this
program is 81.087. The Government anticipates that more than one
cost-share cooperative agreement will result from this solicitation,
but reserves the right to award the financial assistance instrument
deemed in its best interest. A single, major award may be made to
achieve program objec-tives if considered essential to provide a focus
for the crosscut of tech-no-logies emphasized in this solicitation.
Funding for Phase I will be available to support several awards for a
period of approximately six to twelve months. Funding for Phase II will
be available to support one or more awards, for a period of 12-24
months. There is no required minimum cost share on this solicitation,
however, cost sharing is strongly encouraged. It is noted that unless
the recipient is a small business, a minimum cost share of 20% is
generally required in order to be eligible for patent waivers.
Otherwise, any intellectual property developed will belong to the
Government. Funding for Phase I is expected to be available to support
three or more awards for a period of approximately six to twelve
months of final engineered design drawing work. Funding for Phase II is
expected to be available to support one or more awards. DOE reserves
the right to fund, in whole or in part, any, all, or none of the
applications submitted in response to the solicitation The solicitation
