NASA Research Announcement (NRA) 98-217-02 for a Technology Development
and Demonstration effort in support of the Gamma Ray Large Area Space
Telescope (GLAST) Instrument Program. This NRA solicits firm fixed
price proposals for technology development and demonstration in the
following four areas: 1. Detectors in the gamma-ray converter/tracker;
2. Anticoincidence Shield; 3. Calorimeter; and 4. Data Acquisition
System. The basic effort is for a design concept review and report.
Two, priced options are also included. The first option is for a design
study review and report and development of a hardware prototype. The
second option is for support of a suborbital flight and an Instrument
Performance Report. This effort is not for the acquisition of a GLAST
Instrument; it is to develop and demonstrate technologies. NASA/GSFC
encourages broad participation. This NRA is open to all categories of
domestic organizations, e.g., industry, educational institutions, other
nonprofit organizations, NASA centers, and Government agencies
(including all FFDRC's). All qualified, responsible sources may submit
a proposal which shall be considered by the agency. It should be noted
that the NRA reserves the right of NASA to award multiple contracts for
all or part of the solicited effort for one, all, or any combination of
the above, four technology development areas. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. The
SIC Code and Size Standard are 8711 and $20M, respectively. The DPAS
rating for this procurement is DO-C9. The due date for receipt of
proposals is March 5, 1998. An ombudsman has been appointed. See
Internet Note "B". The solicitation and any documents related to this
procurement will be available only over the Internet. These documents
will be in Wordperfect 6.1, Lotus 1-2-3 (Release 5), and Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a

shall notify NASA/GSFC of their intent to submit an offer by close of
