Agency intends to award one contract in FY 98 for the above project.
The estimated period of performance of the project is 12 months. This
is not an RFP, but a survey to locate potential sources capable of
performing the following services: (a) round-the-clock (24 hour) news
gathering/clipping services providing coverage of a large segment of
the nation's major print media. Print media sources searched should
include a broad cross-section of the nation's newspapers with an
emphasis on major dailies; (b) On-line data retrieval and archiving
service to provide search and capture access to news stories written
for and about the Agency for a search window of 24-hours to ten (10)
years; (c) On-line real time newswire (Associated Press, United Press
International, Reuters, etc.) feeds for up-to-the-minute access to new
stories being prepared and distributed for and about the Agency; (d)
News alert services for search of media outlets/sources that have
internet/web sites; (e) Video monitoring services to monitor video
and/or audio tapes of broadcast coverage of the Agency and related
activities on an as needed basis. The contractor must: (1) demonstrate
capability to provide each of the services required; (2) provide
evidence of resource coverage which includes more than 100 media
outlets (dailies, weeklies, radio, television, and wire services)
nationwide. The outlets provided must include media coverage in the top
50 markets and coverage of all network (ABC, CBS, NBC) news broadcasts;
(3) provide evidence of additional resource availability in the near
future (1-year); (4) provide documentation in support of past
performance to include client list with points of contact. Firms with
these capabilities are invited to submit complete information to the
procuring office identified in this notice in three (3) copies within
15 days of the date of this notice. Information furnished shall
include: (a) the number and professional qualifications of the
technical and other appropriate personnel; (b) company experience
related to the proposed project; (c) a description of general and
special facilities; (d) a current financial statement, and (e) other
literature which demonstrates the capabilities listed above. This
synopsis is for information and planning purposes and the Government
will not pay or otherwise reimburse respondents for information
submitted. Based upon responses received, the Government reserves the
right to set aside any and all procurements that may result hereunder
for small or minority owned businesses. Responses shall reference "Data
