Management has a requirement from the Health Resources and Services
Administration (HRSA), Bureau of Primary Health Care (BPHC), Migrant
Health Program (MHP), to acquire technical assistance services from
Mitretek Systems, (formerly a part of MITRE Corporation) McLean,
Virginia, under the authority of 41 U.S.C. 253(c)(1) and 41 U.S.C.
253(c)(3). The SIC Code is 7379. This requirement is restricted to a
non-profit, conflict-free organization that: possesses unique systems
engineering and acquisition capabilities; does not compete with any
for-profit company; does not manufacture products; is not linked with
any suppliers; and, safeguards proprietary information. The Government
knows of one source, Mitretek Systems, that has the capability of
performing this requirement. Mitretek will provide follow-on support to
BPHC in the definition, analysis, acquisition, evolution, and
independent evaluation of advanced information systems and technology.
These services have beenprovided under Contract No. 213-92-0005 with
MITRE Corporation which will expire February 17, 1998. Activities shall
involve competitively-acquired commercial information and communication
systems. The work requires total freedom from actual or potential
conflict of interest (no direct or indirect association with firms in
the telecommunications or information systems technology arenas);
knowledge in the fields of telecommunications service and advanced
information systems and in Government telecommunication services and
systems; and, no engagement in any business activity which could appear
unsuitable for having access to DHHS plans, standards, methodologies,
acquisition information, and vendor proprietary information. The
contractor shall be explicitly excluded from selling equipment and
systems to the MHP and its field grantees. The anticipated period of
performance shall be a twelve-month basic period and four twelve-month
option periods. Concerns having the capability to furnish all of the
services stated above must submit written notification and supporting
documentation to clearly demonstrate the ability to satisfy the
requirement. To be considered a viable source, documentation must
clearly demonstrate: (1) non-profit status and freedom from actual or
potential conflict of interest (absolutely no hardware or software
production or development; (2) extensive familiarity and experience
with the BPHC program reporting requirements; (3) extensive experience
in the independent analysis and evaluation of solicitations and
proposals, (4) an established knowledge in the indicated technical
areas from which BPHC can draw support; (5) capability to provide
independent, conflict free review and assessment of contractor
products/services; and, (6) an established knowledge of migrant health
centers and programs in meeting the health needs of farm workers. No
solicitation document exists; therefore, any request for such document
shall be considered an invalid response. No award shall be made solely
on the basis of anyresponse to this notice. If no affirmative responses
are received within forty-five (45) days from the publication of this
notice, the Contracting Officer shall proceed with award to Mitretek
