Virginia Contracting Activity (VACA) of Defense Intelligence Agency
(DIA) has a requirement for Missile and Space Intelligence Center
(MSIC) to purchase Offensive Missile System Services as follows: Review
and analysis of data sources for Ballistic Guided Missiles (BGM) and
Antitank Guided Missiles (ATGM) to characterize and define the
performance of: (1) propulsion systems; (2) guidance and control (G&C)
systems; (3) missile system payloads and warhead lethality; (4)
aerodynamics of missile configurations; and (5) missile systems
structures. The contractor shall perform: (1) incidental modeling and
simulation development for programming and modeling support, digital
simulations, and hardware-in-the-loop simulations; (2) programming and
modeling support shall include tasks, e.g., electronic documentation,
both text and graphics, data bases, graphical user interfaces and
general analytical techniques; (3) develop the object oriented design
specifications, and verification plans for a digital simulation; (4)
perform computer aided design (CAD) studies to determine the
characteristics and performance of BGM and ATGM systems; (5) analyze
data sources to develop offensive missile signatures and
vulnerabilities; (6) design and build models of offensive missile and
support equipment for direct signature measurements; (7) measure
signatures using actual missiles and support equipment; (8) construct
solid-body computer models to simulate missile and ground support
equipment (GSE) signatures and assess vulnerabilities; (9) analyze
missile program development data of the activities and operations of
country's BGM and ATGM related research, development, flight-testing,
and production infrastructure; (10) analyze sales of guided missiles,
equipment, and technologies; (11) analyze a country's technology base
capability in the development of BGM and ATGM systems; (12) project
specific country's BGM and ATGM systems; (13) perform studies of BGM
related command and control system developments and sales; (14)
describe offensive missile system employment and tactics; (15) perform
missile system exploitation; (16) perform quick response tasks as
required to support MSIC's current intelligence program; and (17)
perform technical writing, editing, report formatting; and prepare
graphics and briefing aids. The contractor must have Top Secret/SCI
cleared personnel and SCI facilities available at the time of award.
The contract period will be a three-year base period with two one-year
options. It is anticipated that the RFP will be issued on or about 10
Feb 98. To receive a copy of this solicitation, written or faxed
