(IRS) will purchase commercial-off-the-shelf (COTS) multimedia
management training programs for use in 31 Professional Development
Centers. The multimedia management training programs shall be stored on
CD-ROM. They shall allow student decisions and inputs to determine the
difficulty level, order, and pace of the instructional delivery as
well as the subsequent visual and auditory outputs. They shall also
allow two-way communication between the student and the instructional
system. The programs shall have the capability to track learner
progress and allow learners to restart a session at the place of
termination. The audience will include entry, mid-level (branch) and
advanced (division) managers. The programs will be used as refresher
and reinforcement training for mid and advanced level managers. The
number of programs purchased will depend on the thorough coverage and
engagement of the learners with the identified topic areas. Topic
coverage in the programs should provide working knowledge for entry
managers and contain program capability so that more experienced (mid
and advanced) managers may shorten their learning paths and time, given
their individual backgrounds and on-the-job needs. Desired average
length for completion of an individual topic is three to four hours.
Contractors shall submit demonstration discs of proposed programs along
with their offer. Contractor information shall indicate if and when the
discs are to be returned so no cost is incurred by the government for
review of the demonstration discs. Offers shall contain a maximum two
page narrative explaining how the offeror s program(s) meet all of the
IRS specifications. The multimedia management programs shall contain
the following attributes: summaries of key points; resources, such as
topic related books, articles, and other references, for follow-on
training and reinforcement of objectives; interactive (two-way
communication between the student and the instructional system; active
involvement of students) role play which shall engage the students in
the practice of skills and techniques taught and shall provide
feedback; and pre/post-assessments so development may be focused solely
on student need. The multimedia management programs shall, at a
minimum, address the following topics: management of relationships --
peer, direct reports, cross-functional, top managerial levels;
management use of empowerment in a manner that builds consensus, gains
cooperation, and holds self and others accountable for achievement of
results; conflict resolution that promotes resolution of issues so
that potential for mutual gain is maximized; performance management
with emphasis on articulating performance expectations and outcomes;
team leadership that addresses communication, motivation, when and how
to use teams, and how to obtain commitment to team goals; managing a
diverse workforce through sensitivity to cultures, ethnicity, gender,
and age differences; and managing during change that requires adapting
behavior and work methods in response to change. The multimedia
management programs should also be reflective of a diverse society in
which we work. The purchase of the multimedia programs shall include
any required licence agreement which shall be non-exclusive and
perpetual. The purchase shall also permit unlimited use of the
programs. The contractor shall submit 31 copies for use at the 31 PDC
sites. All responsible sources who can provide and meet the above
requirement shall submit written quotations fifteen (15) calendar days
from the date this notice appears in the CBD and must be technically
acceptable to the government. No solicitation will be issued,
therefore, such request for solicitation will be considered non
responsive. Evaluation/Award will be based on the lowest price offered
to the government. All quotes shall include price(s); FOB point; a
POC(name and telephone numbers); GSA contract number if applicable;
delivery date; business size and payment terms. Quotes over 10 pages in
total will not be accepted by facsimile. All questions must be
