The Chief Financial Officer (CFO) of the District of Columbia plans to
issue a Request for Proposal (RFP) solicitation on January 16, 1998,
to obtain proposals for the provision of revenue maximization and
enhancement services. The goal of this solicitation is to identify one
or more contractors to assist the City in its efforts to obtain more
revenue by maximizing Federal reimbursement for services provided by
the District of Columbia, which were not billed or improperly billed.
Contractor(s) will need to focus revenue maximization efforts in the
areas of but not limited to Title IV-A, Title IV-E, Title XVI, and
Titles XVIII/XIX. Other areas which may have revenue potential include
public school programs (health and medical transportation), city
operated hospitals (DC General Hospital which is a public health
hospital and St. Elizabeths Hospital for the chronically mentally ill),
Medicare Crossover Claims, Child Health Funds, Temporary Assistance to
Needy Families, Case Management Administration costs, Third Party
Liability recovery of medical expenditures, District owned nursing
facilities (J B. Johnson and Washington Center for Aging Services),
block grants, Medicaid eligibility determinations, establishment of
user fees, development of labor distribution methodologies, cost
allocation plans and methodologies. Interested offerors must also be
willing and able to provide training to designated District employees
on revenue maximization. Qualification Requirements: The District is
seeking one or more highly qualified and experienced contractor(s) who
has/have a minimum of at least two years of direct revenue
maximization and enhancement experience and who has/have successfully
recovered a minimum of $8 million over the duration of a given contract
in cost reimbursement and enhancement/claiming activities within a
given jurisdiction. For the purposes of this notice, "jurisdiction" is
defined as any city, state, town, township, county, or governmental
subdivision with governmental authority to contract for revenue
maximization services. Please note that the District will require any
offeror to document the nature and quality of their experience by
providing references which will include but is not limited to the name
of the jurisdiction, contract number, Contract Administrator and/or
Contract Officer, performance data and amount recovered. To assist in
the awarding of a contract, the District plans to invite each offeror
who meets the minimum requirements to make an oral presentation to an
evaluation panel. Each presentation will be video taped and will be
incorporated in the contract(s) resulting from this RFP. After each
presentation, there will be a designated time for questions and answers
with the evaluation panel. The evaluation panel will be responsible for
evaluation an offeror's experience, past performance, understanding of
the requirements, and capability to perform the work. The amount of
the contract award resulting from this solicitation shall be based on
a contingency fee which is performance driven. Additional information
