Transportation Equipment Maintenance of Light Vehicles, Heavy Equipment
and Material Handling Equipment for Navy Public Works Center Pearl
Harbor, Hawaii. RFP N62742-98-R-3500. The Pacific Division, Naval
Facilities Engineering Command (PACNAVFACENGCOM), Contracts Department,
Pearl Harbor, Hawaii 96860-7300 intends to issue a solicitation to
acquire Transportation Equipment Maintenance services for various Navy
locations on the Island of Oahu, Hawaii. A cost comparison to
determine the feasibility and economy of converting Transportation
Maintenance Services performed by Government personnel to contract
performance is simultaneously being done. A contract will not be
awarded unless the costs of contracting are lower than the costs of
continued Government performance by a factor equal to or greater than
ten percent of the Government's personnel costs. Government personnel
adversely affected by conversion of government performed services to
contract have the Right of First Refusal for jobs for which they are
qualified. Service requirements include the following: (1) The
contractor shall be licensed to provide Transportation Equipment
Maintenance i.e. tools, materials, equipment, preventive maintenance,
safety inspections, road and towing service calls, vehicle system
repairs, body and fender repairs, glass replacement, upholstery work,
painting, and transportation necessary to provide maintenance services,
(2) The contractor must furnish labor and supervision, (3) The
contractor will be responsible for planning scheduling and service

(SIC) Code is 7539. The contract will probably be a combination fixed
price and indefinite quantity contract. The period of performance
includes a 12-month base period with option provisions to extend the
term in subsequent years for a total period not to exceed 60 months.
