69 -- ALASKAN AIR COMBAT TRAINING SYSTEMS (ACTS) UPGRADE PROGRAM SOL F08626-98-R-0021 DUE 022898 POC Mr Roland Baez, Contracting Officer, (850) 882-9391, Ext 5050 The Air Combat Training Systems (ACTS) Integrated Product Team (IPT), Aeronautical Systems Center (ASC), Eglin AFB, Florida, intends to release a Request For Proposal (RFP) solicitation, expected to result in a single contract award to increase the training capabilities of the Yukon Measuring and Debriefing System (YMDS) at Eielson AFB, AK, and the Alaskan Air Combat Maneuvering Instrumentation (ACMI) system at Elmendorf AFB, AK. The basic contractual effort will be for Eielson AFB and consist of: upgrading 47 existing P4B AIS pods by adding the Advanced Message Oriented Data Security Module (AMODSM) for encryption of transmitted data, a Global Positioning System (GPS) receiver, and the AMRAAM software downlink; upgrading one AN/ASM-694 and one AN/ASM-694 (V) 1 AIS test set to permit the testing of the upgraded pods; and modifying the YMDS ground system by adding a Ground Encryption Module (GEM) and necessary GPS upgrades. In addition, the basic effort will include: data deliverables; Time and Materials field support; spares; and upgrading two AN/ASM-694 and three AN/ASM-694 (V) 1 test sets at other locations. The contract will also contain options to: relocate one Tracking Instrumentation Subsystem (TIS) tower to improve tracking area coverage of the YMDS range; upgrade approximately 39 P4B AIS pods and the Alaska ACMI (Stony MOA) ground system at Elmendorf AFB, with the encryption and GPS capabilities. Consistent with Acquisition Reform initiatives, contractors will be given wide latitude in writing the System Specifications, using Government standards, etc. The AMODSM is currently is scheduled to enter full rate production in the fall of 1998. All AMODSMs will be provided as Government Furnished Equipment (GFE). Preliminary units may be available prior to production for the contractor's initial efforts on this contract. A Firm Fixed Price (FFP) contract is anticipated. RFP release is anticipated in February 1998, with Past Performance proposal information due 21 days after RFP release and technical/costproposals due 45 days after RFP release. Contract award is anticipated in April/May 1998. This solicitation is restricted to United States owned companies. The contractor's computer system must be accreditable in accordance with current USAF computer security policies. The Standard Industrial Classification Code for this acquisition is 3663 (750 personnel). The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
