Business Admistration (SBA) intends to solicit proposals for due
diligence services, sales support, and assistance associated with the
sale of assets selected for the Asset Sales Program. Over the life of
the program, SBA may sell up to $10 billion (unpaid principal balance)
in loans and owned assets (small commercial buliding, single family
residences, and vacant land parcel; furniutre, fixtures, equipment,
etc.) This solicitaiton is an 8(a) competitive award and only certified
8(a) contractors offers will be accepted. It is expected that multiple
awards will be made, some of which may be made off of the GSA schedule
when available. SBA expects to engage an asset sales support and
assistance contractor (the Due Dligence Contractor) for each
transaction, after a competitive round of cost proposal and technical
plan evaluations among successful awardees of the contract itself. The
services will include the copying, compilation, and assembly of asset
files for presentation to potential investors; development and
maintenance of a database to the potential investors; property
inspection reports; and assistance in the delivery of the files to the
successful asset purchaser after closing. The contrctor should also be
prepared to engage qualified subcontractors for environmental review,
title pudates and if requested by SBA, valuation services, and imaging
services. the SIC code for the asset sales support and assistance
services is 8721. Offerors must have a high degree of substantive
knowledge and experience in :asset sale due diligence services,
technical writing, due diligence database development and maintenance,
property inspections, project management, and management of multiple
subcontractors. Offerors should also be experienced in due diligence on
other owned assets as well as loan portfolios. The estimated issuance
day of this solicitation will be approximately 15 calendar days from
the issuance date of this synopsis, with proposals due approximately
forty five (45) days from date of requests for proposals. Requests for
