99 -- PROVIDE TRAINING OF NUCLEAR, BIOLOGICAL AND CHEMICAL (NBC) PROCEDURES FOR ARMY RESERVE, ARMY NAT GUARD AND ACTIVE DUTY PERSONNEL AND MAINTAIN THE INDIVIDUAL MOBILIZATION AUGMENTEE PROGRAM (IMA) SOL DAAA09-98-R-3026 DUE 021398 POC Contract Specialist Ms. Barba Drebenstedt (309) 782-8566 (Site Code DAAA09) U -- Headquarters, IOC, Rock Island, IL intends to negotiate on a sole sourse basis a firm fixed price contract with Mr. Rolando Garcia, DBA: R. G. Enterprises, 10023 Santa Monica, Little Rock, AR for administrative services in connection with conducting Nuclear, Biological and Chemical (NBC) defense training for active, Army Reserve and Army National Guard personnel at Pine Bluff Arsenal, AR. This contract will be for a base period and 4 one year option periods. Contractor to provide one full time on-site RC Coordinator and NBC school administrator, one on site full time staff instructor, one part time insturctor and one part time clerical/administrative person. Contractor will be responsible for conducting hour NBC courses and 40 hour NBC Sustainment courses. Other services to include, but not be limited to: modify existing programs of instruction; revise and provide student guides; review class/program procedures; manage students attending each course; coordinate billeting, meals and transportation for students; prepare classsrooms, administer tests, develop class rankings and participate in course critiques; coordinate requests from reserve units for traininng, maintain data on arsenal support of Reserve Componennts (RC); coordinate active duty requests for Individual Mobilization Augmentees (IMAs); develop IMA training tour guidelines; and coordinate IMA traininng. Contractor must demonstrate recent experience in the above, as well as possess the following specialized qualifications: (1) Be a graduate of the Army Chemical Corps School at Ft. McClellan. (2) Be instructor qualified (graduate of a formal army instructor school). (3) Have previously taught the new 1995 version of the NBC course distributed by the Chemical School. (4) Have two years experience in teaching the NBC Defense Officer/NCO Course. (5) Be able to start teaching the course immediately, without refresher training at Pine Bluff Arsenal.
