Cook (850) 283-8622/2931 This is a combined synopsis/solicitation of a commodity contract to be obtained using commercial practices in accordance with the format in FAR 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; quote is being requested and a formal solicitation will not be issued. This solicitation, number F0863798R0007, is to be issued as Request For Proposal (RFP). This is a 100% small business set-aside, firm-fixed price contract. The Standard Industrial Classification (SIC) Code is 7389, with a business size standard of $3.5 million. (A) Schedule: Due to the amount of material, those interested in quoting must call SSgt Todd D. Cook at (850) 283-8622/2931 and request a package which will give a detailed description of the tool kits, layout, and general requirements for the solicitation. (B) Performance Work Statement: The tool kits are to be used in a variety of shops which support military aircraft or aircraft component maintenance. These tool kits will be used on mobility requirements and will probably be shipped to many different climates throughout the world. OTHER KEY FEATURES: Lifetime warranty for tools, limited warranty for kits. The Government intends to evaluate offers and award a contract without discussions. Therefore, qualified contractors should submit a quotation for each of the line items with the best possible price. No partial bids will be accepted and the Government may reject any or all offers if such actions are in the public's best interest or if the offer does not meet the technical requirements. No multiple awards will be made. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-2. The provisions at FAR 52.212-1, Instruction to Offerors-Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items, apply to this solicitation. The following factors shall be used to evaluate offers; stated in terms of relative importance in descending order: (i) Warranty. (ii) Technical (capability of the item offered to meet Government requirements). (iii) Past Performance. (iv) Price. (v) Delivery time.
