Systems Center, Weapons, Air Base and Range Product Support Office,
Contracting Division (ASC/WMOK), in support of the Air Base Systems
Division (ASC/WMO), is interested in a All Purpose Remote Transport
System (ARTS). Sources are being sought for a remotely controlled,
commercial, off-the-shelf (COTS), medium size (less than 10,000
pounds), all-terrain transport system capable of carrying and employing
various Explosive Ordnance Disposal (EOD) attachments and tools. This
survey is in support of EOD programs at the Air Base Systems division
(ASC/WMO), Armament Product Support Group at Eglin AFB FL. If funding
is available, the government intends to purchase approximately
twenty-six (26) units over a four year period beginning in late FY98.
First deliveries will be expected within 90 days of contract award. The
basic vehicle will be designated the All Purpose Remote Transport
System (ARTS). The vehicle must be capable of operating on JP-8
aviation and diesel fuel. The system must have aremovable excavating
mechanism, and industry standard quick attachment mounting plate for a
front-end loader bucket and forklift. The system must be capable of
excavating to a depth of seven feet, and the forklift rated for lifting
2000 pounds. The system must have quick disconnects for hydraulic
powered attachments. The system must have a remotely actuated pintle
hook, and a power take-off (PTO) shaft capable of running industry
standard PTO equipment. It must have an adequate number and type of
quick disconnect pan and zoom cameras to allow a remote operator to
drive the vehicle and operate all necessary attachments. In addition to
land, sea, and rail, the ARTS must be air transportable by C-130
aircraft. It is anticipated that existing technologies and products can
satisfy the above requirements. Sources are invited to provide
technical information, technical data/fact sheets, test data,
maintenance data, or any information on existing products that would
fulfill the requirement. Respondents are require to provided: Name of

internet address, current product capability, and describe customer
base. This information should be received within 20 days of the
publication of this notice. All timely information received will be
considered. All respondents should specify if they are considered a
large business concern, small business concern, small disadvantaged
business concern, 8(a) concern, or women owned business concern.
