MODIFICATION TO DYNAMOMETER TEST STAND This is a notice of intent to negotiate with MTS Systems Corporation, 14000 Technology Drive, Eden Prarie, MN 55344-2290 on an other than full and open competitive basis for the modification of an existing dynamometer test stand. This upgrade will include modifications to both software and hardware and will allow for full data acquisition by automation, including data taking and mission stimulation capability. Both the hardware and software are integral to each other and must be purchased together, including sixteen (16) additional thermocouple channels, sixteen (16) additional analog input channels, four (4) analog output channels, one (1) frequency voltage converter, one (1) load cell conditioner, two (2) vibration signal conditioners, eight (8) pressure transducers, power supplies and support cabling, data acquisition software modules, and commissioning and installation time. The data acquisition and automation system must be purchased from the original vendor since the data acquisition, automation and control are all integral to each other. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22.
