for a three year education and research effort to be conducted at
Carlisle Barracks PA. The primarily focus is on the "Quality of Life"
assistance the military leader can provide, which prepares the soldier
and his family for periods of separation. The educational work is
divided into two severable parts, which may or may not result in two
awards. The first statement of work includes all the research
requirements, along with development and delivery of short (two hour)
economic quality of life topic educational presentations in lecture or
panel formats. This Quality of Life education effort is adjunct to the
primary land power education curriculum of the AWC, therefore student
and or family member participation is voluntary. Presentation
scheduling approval and audience recruitment is to be a responsibility
of the contractor and includes the second statement of work.. The
research effort requires significant on-site personal contacts on
Carlisle Barracks, and telephone networking with other Army
organizations. Research deliverables include; analysis of contractor
and related army efforts, statistical and subjective data collection,
30 monthly reports, three yearly summary reports and an article in
refereed journal format. The Army will provide limited post award
assistance in obtaining topic expert guest speakers as appropriate,
along with limited telephone service, office space, office supplies and
computer (LAN and internet). No typing assistance will be provided. The
second statement of work is development and delivery of a "Military
Family Enhancement" education program for AWC student's spouses,
including train the trainer/design skills "Leadership" education for
selected spouses. This program is to primarily use established and
non-copyrighted methods, to enable the selected spouses to deliver
military family enhancement training of their own design and specific
to their spouses' (AWC student) next senior military leadership
assignment location. Some commercially available and inexpensive
copyrighted materials, such as the Myers-Briggs type indicator may be
used. Offers that include sole source future financial requirements for
the trained spouses will be rejected. Spouse recruitment and selection
work is described in detail, and does not require a protracted on site
presence, as with the first statement of work. Performance starts
concurrent with the academic year in August 1998, with little work in
June or July and ends with delivery of the article in December 2001. A
preproposal conference and site visit will be scheduled sometime in
mid-February; the exact date is to be listed in the RFP. Questions will
be answered verbally at the preproposal conference. All other questions
must be submitted in writing. This procurement is 100% set aside for
small business, SIC code 8299, $5 Million. Proposals will be evaluated
