R -- INFORMATION RESOURCES PERTAINING TO HEALTHY START GRANTEES LOCAL HEALTH CARE MARKETS AND MANAGED CARE CONTRACTING SOL 98-MCHB-13ASRB POC Sarah Bueter (301) 443-5352; fax (301) 443-6038 The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE-SOURCE basis with the Law Offices of Mark S. Joffe, 1800 K Street, Suite 720, Washington, DC 20006-6633 for the building of information resources for Healthy Start grantees related to their local health care markets and managed care contracting that will assist in sustaining Health Start services beyond the Federal funding period. The contractor shall develop a database of features of managed care contracts for Healthy Start-type services and the underlying materials used to market the services and obtain the contracts. The contractor shall also conduct an assessment of the Medicaid and related managed care markets in which the Health Start projects are located, and also provide information on charitable funding opportunities for the Healthy Start projects arising from health care organizations that create charitable foundations. The Law Offices of Mark S. Joffe is deemed the only responsible source capable of providing the required work and services. The period of performance is six months.
