Technical proposals will be evaluated with the following qualifications in mind: 1. Qualifications of the Project Leader; 2. Qualifications of the Project Team; 3. Proposed Equipment for the Project; 4. Proposed execution of the Contract Specifications. In addition, price will play a significant factor in the overall evaluation of the Request for Proposals.
