C -- A/E SERVICES INSTALL NURSE CALL SYSTEM SOL 544-013-98 DUE 020698 POC Otis Gowens, Contract Specialist 803/695-6857 Provide professional architect/engineer services as required by the government to include, preliminary services and phasing recommendations, planning, consultation and visits, design work, preparation of cost estimates and construction period services as necessary for testing, demolition, installation,testing and certification of all work to replace existing nurse call, Building 100, WJBD VAMC, Columbia, South, Carolina. An evaluation of existing nurse call systems on the market will be required, including recommendations and actual manufacturer demonstrations at Dorn VAMC. A/E must have demonstrated successful nurse call design experience at three (3) locations similar in size and operation to the Dorn VAMC. The intent of this project is to replace the existing nurse call system throughout Building 100, the main hospital building on campus, with another nurse call system that meets all codes and criteria. Construction will be phased to minimize disruptions to the operations of the medical center and to the patients treated there. The existing nurse call system will remain operational throughout construction, except in the ward under construction. Project phasing will include only one ward at a time and no construction will be allowed in another ward until the previous ward has been inspected and accepted by the government. The design shall ensure compliance with current VA standards and all other applicable codes and criteria. Value engineering is encouraged and shall be noted at each design review. Submissions are expected at the conceptual, 50% and 100% design stages. Cost Range is $500,000.00- $1,000,000.00. A/E wilL be required to provide evidence of professional liability insurance of $1,000,000.Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254,Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, architect- Engineer and Related Service Questionnaire for Specific Project, when requested, and (3)any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement shown are not required to register this form. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for Individual projects) are encouraged to submit,annually a statement of qualifications and performance data utilizing Standard Form 254, Architect Engineer and Related Service Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirement listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) Professional-capabilities: (2) specialized experience and technical competence, as required: (3) capacity to accomplish the work in the required time: (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographic area: architect-engineer firm must be located within 150 mile radius of work site to be considered. (6) any other special qualification required under this announcement by the contracting activity.
