68 -- LITHOGRAPHIC PRINTING INKS SOL 98-3157 POC Vivian Smith (301) 713-0853, Larry Frazier (301) 713-0851 NOAA has a requirement for Lithographic Printing Inks. The required inks shall be used to print various close-register, multicolor NOAA maps on five color sheet-fed lithographic offset press machines at speeds of up to 7,000 impressions per hour. These press machines are equipped with Dalgren dampening system with fountain solution controlled to a pH of 3.8 to 4.5 (the inks must be formulated to run with an alcohol replacement). Paper used fro NOAA's maps is primarily JCP E-40, Chemical Wood Litho Map or JCP E-50, 50% White Chart Paper Lithographic Finish Map Paper. Predominately aluminum pre-sensitized plates are used by NOAA. Inks must be compatible with all of the above conditions and materials and must be formulated so as to permit their use directly from the container, without the use of additives. The materials and workmanship employed in the formulation of the inks must be of the highest quality and the ingredients used in the ink formulation shall be new, not recycled or reprocessed. The ink must be free from all impurities or materials which may be harmful or dangerous to the health of the user and must meet applicable Federal regulations. The ink quantities to be ordered may range from 1,000 to 10,000 pounds in a span of one year. However, it is estimated that 7,400 pounds of ink will be ordered during the one-year time frame. The colors of ink required are Black, Non-Skid Brown, Aero Magenta, Non-Skid Yellow, Ochre, Green and Blue (two types of blue). All inks must meet the Government's specifications for grind, tact, color, light fastness, drying time, misting, etc., in order to be deemed acceptable. Prospective offerors will be required to perform test requirements on inks it proposes for this requirement. After submission and evaluation of Contractor performed test requirements, ink samples in quantities of three (3) five-pound cans of each color may be required from the prospective Contractor for press testing. All inks ordered under a resulting purchase order or blanket purchase agreement must be delivered to the Government specified facility within 15 calendar days of the ordering date. Award will be made under Simplified Acquisition Procedures. The Government anticipates award will be made by January 29, 1998. Contact the POC for official due date and time of offers.
