65 -- FURNISH AND DELIVER FRAMELESS STEREOTACTIC SYSTEM AND PROVIDE TECHNICAL AND SOFTWARE SUPPORT POC Patrick Williams, Contracting Officer (301) 496-2501, Ann Argaman, Contract specialist (301) 496-6254 This is a sole source commercial item/services acquisition. The Clinical Center of the National Institutes of Health under the authority of 41 USC 253 c (1) as set forth in FAR 6.302-1, intends to negotiate and award a sole source commercial item/services contract to Sofamor Danek, U.S.A to furnish and deliver a complete portable frameless stereotactic system and necessary software (image guided surgery system), and provide in-house training in use of the system as well as provide associated maintenance and technical/software support. This system will be utilized in a wide variety of neurosurgical procedures including, but not limited to, intracranial, skull base, long bone and spinal surgery. Sofamor Danek, U.S.A. is the only known firm with the capability to provide and support such a system meeting the Government's needs. associated maintenance and technical support. The following requirements are mandatory for the system: The system shall consist of: *System workstation to include (but notlimited to): Graphic computer system with 192 Mb RAM, 4 GB Hard Disk Drive Optical tracking system-camera array, tracking localizers and mobile camera stand High resolution graphics color monitor 4mm D.A.T. drive Internal modem Mobile workstation console Uninterruptible medical grade power supply Footswitch Cranial applications package to include cranial system software, cranial instrument set(bipolar forceps, pointer probe, biopsy tube and cables), cranial reference frame system and associated accessories. Spinal applications package to include spinal system software, spinal instrument set (reference arc, spine clamp system universal drill guide system, cables and registration probe) HP Laser Jet 5MP Printer Printer cable Scanner Interface Fiducial markers The system: *Must have FDA approved applications for intracranial, spinal, skull base, and long bone surgery. *Must have both active/passive instrument tracking technology for use of wired or wireless instruments to allow for ease of use by surgeons in a sterile field. *Must have a dynamic referencing system requiring minimal reregistration/calibation which provides continuous accurate tracking of instruments, anatomy and patient during surgery. *Must be portable with mobile camera stand *Must have microscope interface technology fully compatible with the existing Zeiss NC2 microscope in the operating room of the Clinical Center. *Must have a stereotactic frame interface compatible with existing frames (Elekta) for enhanced referencing accuracy during functional surgery. *Must have compatible scanner interface to import data from the Clinical Center CT and MR Scanners to the work station in the frameless stereotactic system. In addition, the following technical and software support must be provided: *Operating system software upgrades *Application software upgrades to currently owned software applications *Provide 48 hour operational guarantee including repair of hardware or loan of equipment utilized during repairs, excluding digitized instruments *Provide technical assistance (either telephonically via hot-line or via modem or on-site at the Clinical Center if deemed necessary), 7 days a week, 24 hours a day, or refer the problem to a technical expert who shall contract the Clinical within 6 hours following the call to begin the problem resolution process. *Provide software corrections and revisions in the form of new individual packages of new release packages or modem support for troubleshooting and upgrades. All responses must be written and received within 15 calendar days from the published date of this notice. THIS IS A SOLE SOURCE COMMERCIAL ITEM/SERVICES ADQUISITION. ORAL COMMUNICATION ARE NOT ACCEPTABLE AND WILL NOT BE HONORED. A Statement of Work is available upon request. Responses requesting the solicitation without providing the required documentation shall not be considered. There is no solicitation document. Concerns that respond to this notice will be considered only if furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum, the stated requirements. Written responses should contain sufficient technical information and a description of the proposed system to be supplied which meets the requirements, in order to permit agency analysis to establish a bonafide capability to meet the stated requirements and should be directed to Ann Argaman at the address above. A determination by the Government to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for preparation or submission of any information submitted in response to this synopsis. (0007)
