plans to issue a Request for Quote (RFQ) for an in-line filter
assembly. The filter shall be an in-line type, and shall fit in the
existing housing as shown on specification drawings. The referenced
drawings will be supplied with the RFQ when mailed out. The filter
assembly shall be designed for air service at 2200 psig design
pressure, and shall be suitable for ambient to 1600 degrees F design
temperature, and shall be in accordance with the following: A. Filter
element(s) shall be as follows: 1. Shall have a flow rate of 30 lb/sec
with a clean pressure drop of no more than 20 psid as measured from
the inlet flange to the outlet flange. 2. Shall have an Absolute
Filtration Rating of 5 microns. 3. Shall have a temperature range of
ambient to 1600 degrees F. 4. Shall have a metal filter medium. 5.
Shall be ultrasonically cleanable. 6. Shall withstand a differential
pressure across the element and tube sheet of at least 100psid. 7.
Shall be fabricated so that the element(s) is/are welded to the tube
sheet. 8. Shall be such that all filter material joints are fabricated
using either the Gas Tungsten Arc Welding (GTAW) or Electron Beam
Welding process. 9. Shall be tested using the Bubble-Point Test Method
in accordance with the SAE Aerospace Recommended Practice 901 or
equivalent procedure. 10. Fillet welds, partial penetration groove
welds, and full penetration groove welds shall be inspected by the
liquid penetration (PT) method. Porous metal weld joints shall be
visually examined at a magnification power of 10x. Both tests shall be
performed by the Contractor at his place of performance before
delivery for the purpose of detecting all of the weld discontinuities
in 11., below. 11. Welds shall be rejected and the filters rejected for
any of the following reasons: a) Cracks in the weld or heat affected
zone; b) Porosity of welds greater than 5 microns; c) Weld
reinforcement or drop through greater than 1/16 inch; d) Sink in or
undercutting greater than 0.025 inch deep. 12. Shall have a support
structure for multi-element tube sheet. The structure shall provide
support for all of the element(s). Support shall be provided at the
intermediate and endpoints of the element(s). 13. Shall have lifting
lugs for element/tube sheet removal. A. Filter assembly shall be
furnished with the following information as deliverables: 2.
Calculations to support the flow conditions required by section A.,
above. 3. Calculations demonstrating that the element(s) will withstand
a differential pressure of at least 100 psid. 4. Certified results of
all weld inspections and bubble testing. 5. Certified results of filter
element(s) cleaning and cleanliness. 6. Certified accurate as-built
element/tube sheet assembly drawing. 7. Certification of materials used
in fabrication. 8. Certification of the weld process(es) used in
fabrication. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). The Government intends to acquire a
commercial item using FAR PART 12. This procurement is not a small
business set-aside. The SIC Code and Size Standard are 3569 and 500
employees, respectively. The DPAS Rating for this procurement is DO-C9.
The anticipated release date of RFQ 1-130-GGI.2049 is on or about
1/6/98 with an anticipated quote due date of on or about 1/20/98. All
qualified responsible sources may submit a quote which shall be
considered by the agency. An ombudsman has been appointed -- See
Internet Note "B". The RFQ (solicitation) and all drawings and other
documents related to this procurement will be available upon request to
the Bid Distribution Office by telephoning 757-864-2547, and requesting
this RFQ by its assigned number of 1-130-GGI.2049. You must request and
receive this documentation in order to prepare a responsive offer. The
