Pre-Solicitation Notice: Bidders/Offerors interested in obtaining plans
and specification for this project, can mail or fax (215-697-1462) in
their reqest on company letterhead stating if you are bidding as a
prime contractor or sub-contractor/supplier, your complete address,
telephone number and fax number along with your Visa or Mastercard
(AMERICAN EXPRESS IS NOT ACCEPTABLE) number, name of cardholder, credit
card expiration date and the applicable solicitation number (THIS

will be place against your credit card account. Two sets of plans and
specifications will be sent via First Class Mail upon availability to
those contractors who have tendered payment. If a contract number is

Description: The work for the base bid includes construction of a
multi-purpose building with concrete footings and foundation walls,
structural steel frame, open web steel floor joists, steel deck,
concrete floor slabs, reinforced masonry, metal pan concrete stairs,
open web steel roof trusses, standing seam steel roofing, doors and
windows. The building also includes toilet rooms with showers,
commercial kitchen equipment, ceramic tile, vinyl flooring, painting,
oil fired boiler, hydronic radiant floor heating system, controls,
kitchen exhaust hood, exhaust fans, heating and ventilating unit,
plumbing fixtures, piping, wet pipe sprinkler system, electrical
distribution system, electrical service equipment, panel boards, wiring
and wiring devices, lighting, fire alarm system, gravel drives and
parking lot, asphalt concrete paving, underground storm drainage,
underground water lines, overhead electric lines, underground sewer
lines, concrete walks and steps and incidental related work. It also
includes the relocation of above-ground oil tanks, septic tanks, grease
traps, oven, meat slicer, ice cream machine, antennas, weather
indicator, radios and telephone equipment. Estimated cost range is
$1,000,000 -- $5,000,000. The Sic Code is 1542 and the Small Business
Size Standard is $17 million are applicable to this contract. The
proposed contract (solicitation) will be issued on an unrestricted
basis and is subject to the evaluation criteria contained in DFAR
252.219-7008-entitled "Notice of Evaluation Preference for Small
Disadvantaged Business Concerns-Construction Acquisition-Test Program
(Apr 1996)". Five options will be included in this solicitation. Option
1 estimated at between $50,000 and $100,000 includes the demolition of
the the existing wood framed multi-purpose building in its
entiretyincluding timber structure, wood trusses, interior finishes,
boiler, mechanical systems, plumbing systems, electrical distribution
system, and lighting, removal and disposal of asbestos containing
materials and lead containing paint, rock and boulder excavations.
Option 2 estimated at between $25,000 and $50,000 includes all work
including mass rock excavation and disposal for construction of a
screen porch addition to the new multi-purpose building. Option 3
estimated at between $10,000 and $25,000 includes the extension of the
basement area into the crawl space area. Option 4 estimated at between
$5,000 and $10,000 includes providing asphalt concrete pavement at all
walks and drives. Option 5 estimated at between $250,000 and $500,000
includes underground water storage tanks, diesel driven fire pump
including controls, water distribution, fire pump structure and
associated incidental work. Options 1 through 4 are to be exercised at
the time of award or within 30 calendar days after award. Option 5 is
to beexercised at the same time the base bid is awarded. The estimated
issue date is 02 February 1998 and the estimated bid opening date is 10
March 1998 at 2:00 p.m. at Northern Division, Naval Facilities
