This project was designed by a local Architectural & Engineering Firm
through Luke AFB and not through the Corps of Engineers. LUKE AFB, NOT
THE CORPS OF ENGINEERS, will manage the Contract Administration and
Construction inspection of this project. This project covers the
construction of a 4900 Square foot Central Chilled Water Plant Building
with an underground thermal storage tank of 4000 ton-hours of cooling
capacity, having an area of 5000 square feet and a clear height of 20
feet to the bottom of any obstruction and mechanical yard for the
equipment needed to provide central chilled water for the buildings
listed on the drawings. Landscaping shall be provided around the
building to create a pleasing visual appearance from the surrounding
area. The majority of work on this project is mechanical and a
mechanical contractor may be the prime contractor and sub-contract the
structural, electrical, and other non-mechanical work or a general
contractor may have sufficient capabilities to perform allphases of
work required. The central chilled water pumping system shall be a
primary/secondary type. The existing buildings are generally not
equipped with two-way coil valves or variable speed pumping. These
buildings shall have a three way diverting valve installed at he
chilled water inlet to each building in order to maintain maximum
chilled water return temperature to minimize pumping and to provided
the maximum temperature differential for the thermal storage system.
Factory pre-insulated PVC pressure carrier pipe shall be of gasketed
bell joint construction to accommodate pipe movement, which eliminates
expansion and contraction, stresses. The pipe shall range in size from
(3) inch diameter to (14) inch diameter inclusive. The pipe shall meet
and comply with ASTM Specification D-2241. The chilled water supply
and return piping shall be installed in a common trench side by side,
a minimum of (6) inches apart. The trench shall be deep enough to
provide a minimum of (3) feet of cover above the top of thepipes.
Concrete thrust blocks shall be poured prior to testing at every change
indirection of the piping. After all the concrete thrust blocks are
poured, the pope shall be hydrostatically tested at (1 1/2) times the
design working pressure. The hydrostatic test shall be held for a
period of (4) hours. No leakage shall be allowed. Trenching is
estimated to be 10,000 Linear Feet. The electrical system for the
central chilled plant building shall consist of 12,470 volt primary
feeder, pad mounted transformer and 2500 Ampere service entrance
section. Primary power for this facility shall be taken from an
existing pad mounted high voltage electrical switch. Use an existing
spare circuit on the 4-way pad mounted junction to feed the new pad
mounted transformer. The local utility, Southwest Gas shall provide gas
supply connection to the building. A new 42,600 square foot,
three-story dormitory to the east and sough of the central chilled
water plant building is currently under construction. Construction of
the Chilled Water Plant and coordination of work on the site must be
coordinated through the dormitory contractor. This contract shall
include contractor quality control and partnering. The cost of the
plans and specifications for this project is $126 per set. The
estimated project value is between $1 million and $5 million. The
contract period is 300 days. NOTE: Arizona does not observe daylight
