Army Intelligence and Information Warfare Directorate is seeking
qualified and interested sources to provide independent technical
analysis and engineering support to Product Manager Signals Warfare in
the area of Common High Accuracy Airborne Location Systems (CHAALS),
Common High Accuracy Location Systems-Exploitable (CHALS-X), CHALS-X(M)
and CHAALS Remote Data Link (RDL) weapon location systems. These
systems provide the targeting capability required to support the
Division commander's requirements to locate the enemy by providing for
precise location of High Value Targets (HVTs) utilizing the Time
Difference Of Arrival/Differential Doppler (TDOA/DD) techniques and
incorporating advances in electronics state of the art and distributed
processing to provide for improved capabilities and increased
frequency range. The offeror should be able to demonstrate a capability
of performing engineering support services for upgrades, improvements
and repairs along with associated testing. Technical support includes
hardware and software modifications and updates against the existing
baseline, and to correct problems encountered during integration and
test of those modifications. Test support includes any field or flight
tests related to the software or hardware modifications, or related to
technical demonstrations where accurate geolocation is required to a
system solution. In addition, the offeror shall install the required
equipment into a specified vehicle, provide the air worthiness
qualification data, and support the collection of data for the required
test. Qualified and interested sources must also provide a qualified
field support representative to support CHALS-X/X(M) when provided as
GFE to another contractor, and provide technical assistance from
equipment check-out through equipment repair/refurbishment. Interested
offerors must show proof of specialized experience with TDOA/DD to be
able to collect performance data, compile results and compare
performance with system specification and analyze live fire test
results. The majority of work will be accomplished at the contractor's
facility. The Government does not possess competitive technical data
and some of the available data contains parts which are now obsolete.
