The requirement is to conduct standardized assesment and site visit training based on the Air Force Criteria in support of the Secretary of the Air Force Unit Excellence Award (SECAF UEA). The purpose is to establish a baseline for validation and site visit processes for the entire SECAF UEA process. Trained personnel shall then deploy and apply the Air Force criteria at each site nominated for the SECAF UEA. This tools shall provide the standardization required for the SECAF UEA process. The Air Force criteria for evaluation are based on the 1997 Malcolm Baldrige Quality Award Criteria. The contractor shall provide an Assessment and Site-Visit course to include: bluing scoring criteria, course design, materials development and course delivery. The Contractor shall provide a 2 and 1/2 day training session and materials for approximately 80 people. This training is scheduled to begin on 30 March 1998, and provides the foundation knowledge needed so the teams may deploy for the SECAF site visit process starting on 5 April 1998. This is a sole source requirement which will be processed using Simplified Acquisition Procedures (SAP). (0005)
