Fitness Center including integrated site development and all
incidentals related work to provide a complete and useable facility.
The project consists of 2608 SM (28,062SF) including a basketball court
with seating, an aerobics/exercise area, a cardiovascular exercise
area, a weight training area, a racquetball court, and various support
areas including office space, locker rooms, showers, toilets, meeting
room and a lobby. This project can be accomplished by totally
renovating an existing 10,193 SF fitness center (constructed in 1960)
and providing an addition to accomplish the balance of the project
scope or by providing a new building and then demolishing the existing
fitness center. This project will include phased work, demolition and
abatement of hazardous materials including lead, asbestos and PCBs.
The solicitation for the acquisition of this new facility is formatted
as Request for Proposals (RFP) in accordance with the requirements
designatedby sections of the FAR 15.6 and P-68 for a negotiated
procurement utilizing the recently authorized Two-Phase Design/Build
selection procedures of FAR 36.3. The Government will award a contract
resulting from this solicitation to the responsible proposer whose
proposal conforming to this solicitation will be the "BEST VALUE" to
the Government, price and technical factors considered. This
procurement will consist of Two (2) Phases. Phase I: Proposers will be
evaluated on: (1) Past Performance (2) Technical/Management Approach,
and (3) Small Business Subcontracting Effort. The highest rated
proposers, typically 3 to 5, will advance to Phase II. The Government
will then request the Phase II proposal. Phase II: Qualified Proposers
will be evaluated on: (1) Technical Proposal (which will include (a)
Past Performance, and (b) Technical Solution, (c) Personnel
Qualifications, (d) Building Envelope and (e) Small Business
Subcontracting Effort), and (2) Price Proposal. The Government reserves
the right to reject any or all proposals at any time prior to award; to
negotiate with any or all proposers; to award the contract to other
than the proposer submitting the lowest total price; and to award to
the proposer submitting the proposal determined by the Government to be
the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD
MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Therefore, proposals should be submitted initially on the
most FAVORABLE terms. Proposers should not assume that they will be
contacted or afforded an opportunity to qualify, discuss, or revise
