combined synopsis/solicitation for commercial items in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number is
DSWA01-98-Q-0011 and is issued as a request for quote. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-02. The provisions at 52.212-1,
Instruction to Offerors-Commercial, and any addenda, applies to this
acquisition. Provision 52.212-2, Evaluation-Commercial Items, is hereby
incorporated with the following factors to be included in paragraph
(a): Low responsive, responsible offeror. Offerors must include a
completed copy of the provisions at 52.213-3, Offeror Representations
and Certifications-Commercial Items, with the offer. The clause
52.212-4, Contract Term and Conditions, and any addenda, apply to this
acquisition. The clause 52.215-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition. This acquisition is rated DX under the
Defense Priorities and Allocations Systems, CLIN 0001: Air Compressors.
The Defense Special Weapons Agency (DSWA) will procure eleven (11) air
compressors to meet the specifications outlined below. Vendors may
assume that the air compressors will be stand-alone units that will be
integrated by a separate contractor into an operational compressed air
distribution system. Vendors must provide information that details how
the proposed product meets the specifications outlined below including
product brochures and pictures. (1) The air compressor units shall be
capable of providing compressed air to 20 tools simultaneously. Each
tool will require 12CFM of compressed air at 90psi. (2) The air
compressor units shall be equipped with a distribution coupling
suitable for connection to an air distribution system to be provided
under a separate contract. (3) The air compressor units shall be
configured, with an integral storage tank and be capable of
accommodating a variable load. The load on the air compressors will
vary between one (2) and twenty (20) tools operating simultaneously.
The average load will be twelve (12) tools simultaneously. (4) The air
compressor units shall be capable of operating on a 220/380 V 50Hz
electrical power system using a standard, European plug. (5) Major
external power sources and electrical controls shall be afforded NEMA
4X protection. (6) Safety warnings and control labels shall be printed
in Russian and English. (7) The air compressor units shall be capable
of operating eight (8) hours a day, five (5) days a week. (8) The air
compressor units shall be able to operate unsheltered in temperatures
-30C to +40C but must be able to withstand temperatures as low as -40C
without damage. (9) The air compressor units shall be equipped with the
necessary dryers and filters to ensure systemoperation in the
conditions listed above. (10) The air compressor units shall be
skid-mounted and capable of being lifted and moved to alternative
operation locations. (11) The air compressor units shall be capable of
operating in continuous relative humidity of 90-100 percent. CLIN
0002A: Operating and Maintenance Manuals (English Version) CLIN 0002B:
Operation and Maintenance Manuals (Option -- Russian Version). One (1)
copy of the operating and maintenance manual shall be supplied with
each unit in Russian, if available. The vendor shall supply two (2)
manuals in English together with an indication of whether Russian
language versions of the manual are available to the DSWA/PMRC no later
than 15 days after contract award. CLIN 0003: Spare Parts. The bidders
shall propose and cost recommend spares and consumables to ensure
system operation for a period of one (1) year. The amount shall be
based on a 40 hour per week usage at maximum rated capacity. CLIN 0004:
Training. The bidders shall propose trainingfor two (2) representatives
of the CTR Logistics Support (CLS) contractor, who would provide the
training in turn to Russian personnel. This training would be
undertaken at the vendor's manufacturing facility. CLIN 0005: Loading,

Delivery at FOB Origin will be scheduled by 60 days after award. This
is an unrestricted procurement. In case it may later be found necessary
for the Contracting Officer to issue an amendment, offerors must
provide written address information to Michelle Gerenyi at FAX (703)
325-9291. The address information must be provided before the RFQ
closing date, specifically, within two (2) days of CBD publication
