L. Bannerman, 202-283-1223 (i) This is a combined synopsis/solicitation
for commercial services prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information as included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. (ii) The solicitation number is TIRNO-97-R-00067, issued as a
request for proposal, (RFP). (iii) The solicitation document and its
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-02. (iv) This requirement is a set-aside for
small business concerns. The standard industrial classification (SIC)
code is 7378, and the small business size standard for that SIC is
$18.5 Million. IRS intends to negotiate only with those eligible small
business firms who meet this SIC and size standard requirement. (v)
and (vi) The list of contract line item numbers, their descriptions,
quantities, and units of measure, for which the CISCO brand SMARTnet
Maintenance is required are as follows: CLIN 1001: Router, Model
AGS+/4, 12 Ea. CLIN 1002: Router, Model 7000, 9 Ea. CLIN 1003: Router,
Model 4500, 28 Ea. CLIN 1004: Router, Model 3204, 12 Ea. CLIN 1005:
Router, Model 3102, 2 EA. CLIN 1006: CiscoWorks Software, 2 Cpys. For
SunNet Manager (vii) The initial contract period of maintenance
coverage shall begin on or about February 1, 1998 and extend either for
1 year or through September 30, 1998. The contract shall include an
option to extend its term for one or more Government fiscal years.
Monthly or annual maintenance prices are therefore requested that will
cover a period of at least 3 years. The maintenance deliver to
locations are all within the 50 states and shall be provided on a
per-call basis as directed by authorized Internal Revenue Service
personnel. (viii) The provision at FAR 52.212-1, Instructions to
Offerors - Commercial, applies to this acquisition. (ix) In lieu of
applying FAR 52.212-2, Evaluation -- Commercial Items, to this
acquisition, the maintenance type proposed will be evaluated to confirm
compliance with the IRS maintenance requirement which is the same as
that offered direct by Cisco Systems and described in its Federal
SMARTnet Agreement as SMARTnet maintenance support. The Cisco Federal
SMARTnet Agreement has been developed in accordance with FAR Part 12
for Commercial Items. (x) Offeror(s) shall include a completed copy of
the provisions at FAR 52.213-3, Offerors Representations and
Certifications - Commercial Items, with its offer. (xi) The clause at
FAR 52.212-4, Contract Terms and Conditions, applies to this
acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. The following
additional FAR clauses cited in 52.212-5 are applicable to this
acquisition. X (1) 52.203-6, Restrictions on Subcontractor Sales to the
Government, with alternate 1 (41 U.S.C. 253g and 10 U.S.C. 2402). X (2)
52.203-10, Price or Fee Adjustment for Illegal or Improper Activity (41
U.S.C. 423). X (3) 52.219-8, Utilization of Small Business Concerns and
Small Disadvantaged Business Concerns (15 U.S.C. 637 (d)(2) and (3). X

(xiii) Additional contract requirements and terms and conditions are as
follows: 1. The contract shall include FAR clause 52.217-9, Option to
Extend the Term of the Contract. The insert for paragraph (a) of the
clause is "either within 60 days of the end of the then current fiscal
year or 60 days from the anniversary date of the contract". The insert
for paragraph (c) is "36 months". 2. The Government shall also retain
the option to increase the quantity or add to the contract for
maintenance, additional routers and software of the same types covered
at award. Prices or charges for added items shall remain the same as
those currently covered. (xiv) The Defense Priorities and Allocations
System is not applicable to this acquisition. (xv) See Note 22. (xvi)

Thursday, January 15, 1998, and must be marked to the attention of the
