to award a contract on a sole source basis to the Johns Hopkins
University Applied Physics Laboratory (APL) for the data analysis
effort supporting the Electron, Proton and Alpha Monitor (EPAM) and
Ultra-Low Isotope Spectrometer (ULEIS) instruments developed by APL and
flown on the Advanced Composition Explorer (ACE) Observatory. NASA
requires analysis of the EPAM and ULEIS instrument scientific data as
part of the ACE Mission. The statutory authority permitting other than
full and open competition for this procurement is 10 U.S.C. 2304 (c)
(1), only one responsible source. APL designed, developed and
fabricated the EPAM and ULEIS instruments, and developed the unique
algorithms necessary for the data analysis. APL has been a part of the
ACE team since January 1988, when ACE was selected by NASA
Headquarters for a Phase A study, and continued to be part of the ACE
team during the definition, design and development phases. Because of
APL's intimate involvement in the ACE program since inception as
co-investigators and developers of the instruments, APL is considered
uniquely qualified and the only source with the experience and
expertise capable of performing the data analysis within the current
ACE cost and schedule constraints. The data analysis effort is
scheduled to begin at the end of the on-orbit check-out period,
currently February 1, 1998. Interested firms desiring consideration
have 15 days from publication in the Commerce Business Daily (CBD) to
submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. All responsible sources may submit a proposal which shall
