Rena, Contracting Officer, 315-330-7518 Furnish all labor, equipment, materials, devices and supervision required for an Indefinite Delivery Indefinite Quantity contract for pavement repair, maintenance and construction; also to include sidewalks, curbing, storm gutters, catch basins, landscaping, water and sewer lines and all supporting work. Anticipated guaranteed minimum over life of contract: $50,000.00. Magnitude of Construction is between $5,000,000 and $10,000,000. Minimum Delivery Order: $2,500; maximum Delivery Order: $1,000,000. Anticipated contract life is one (1) year with two (2) option years. Solicitation No. F30602-98-B-5000 will be issued on an unrestricted basis on or about 02 Mar 98, bid opening is on or about 01 Apr 98. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J Rena, 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Funds are not presently available for this solicitation. No award will be made under this solitation until funds are available.
