proposes to enter into a sole source purchase order with Ms. Jan
Reese-Coulbourne of RC Consulting, 350 Cloud's Mill Drive, Alexandria,
VA 22304, to provide guidance and clinical trial expertise in the
development and marketing of a national plan for the promotion of
cancer clinical research. The Office of Clinical Research Promotion
(OCRP) was recently established by the Director, NCI, to develop
strategic goals and plans for attracting patients to clinical trials
sponsored by the Institute. OCRP projects include the development and
focus group testing of informed consent forms for use by physicians and
patients, negotiating with third party payers for payment of certain
costs incurred in the conduct of cancer clinical trials, and the
promotion and marketing of cancer clinical trials. It is imperative
that this effort be accomplished in a manner that demonstrates
sensitivity to the viewpoint of patients, and families of cancer
patients, while achieving the overall goal ofincreasing accrual of
cancer patients into clinical trials. Ms. Jane Reese-Coulbourne has a
long history of involvement with cancer research and patient advocacy,
especially with patient activities and clinical trials. Ms.
Reese-Coulbourne is the former Executive Vice President of the National
Breast Cancer Coalition (NBCC), a grassroots organization of more that
400 organizations and 40,000 members. She also managed the start-up of
the national office and their clinical trials clearinghouse. Ms.
Reese-Coulbourne is a cancer patient, has represented patient needs for
many years in print, radio and television medial interviews and also
speaking at various national and local meetings/conferences. She also
brings to this effort extensive involvement/representation on various
committees and task forces such as the National Action Plan on Breast
Cancer, the Environmental Protection Agency, the Food and Drug
Administration, and the National Institutes of Health. In many of these
capacities, Ms. Reese-Coulbourne was identified as the "patient
representative". Ms. Reese-Coulbourne brings to this effort an
expertise and knowledge which can not be duplicated elsewhere. Her
national recognition in patient accrual and patient needs will assist
immeasurably in the development of a NCI Clinical Trials Marketing
Plan. This notice is for informational purposes only. It is not a
solicitation of competitive proposals. Offerors who believe they are
qualified for this effort may submit a qualification package. However,
the package must address the areas mentioned above such as patient
accrual, patient advocacy, start-up experience, grassroots involvement
and national recognition by membership on various advisory committees
to major research institutions and must be received in this office no
later than 15 days after publication of this notice. See Note 22.
