The A-E will be required to prepare studies, plans, specifications, design analysis and construction estimates for the maintenance, repair, alteration and construction for a wide variety of facility and infrastructure projects. Projects are primarily electrical and mechanical with related civil, structural and architectural work including asbestos abatement work. Significant evaluation criteria in descending order of importance are: (1) Specialized experience and technical competence of the firm type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (2) Professional qualifications of firm's staff and consultants to be assigned to this project which are necessary for satisfactory performance of required services. (3) Capacity of the firm to accomplish the work in the required time. (4) Ability of the firm to respond to numerous quick turnaround projects and knowledge of locality of project involved. (5) Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. NOTE: The following criteria are considered secondary factors and will only be used at Final Selection as tie-breakers. (6) The location of the firm in the general geographic area of the project. (7) Extent of participation of Small Business (SB), Small Disadvantaged Business (SDB), Historically Black Colleges and Universities and Minority Institutions in the proposed contract team, measured as a percentage of estimated effort. (8) Volume of DoD contract awards to the prime A-E in the last 12 months. The proposed contract will result in a fixed price contract. The contract will consist of one base period and two option periods, which shall not exceed one year each, for a total of three years for the entire contract. Task Orders will normally be less than $150,000 but not to exceed $300,000. The contract amount shall not exceed $500,000 for each period, or a cumalitive total of $1,500,000 for the entire contract. The Government may exercise an option before expiration of the base contract period (or preceding option period), if the contract amount for the base period (or preceding option period) has been exhausted or nearly exhausted. Qualified firms desiring consideration shall submit one copy of SF 255, including organizational chart of key personnel to be assigned to this project, current SF 254, and consultant's current SF 254's. It is anticipated that the selected firm will be required to submit a subcontracting plan with its fee proposal if it is a large business. For this procurement, a large business is a concern for which the annual average gross revenue taken in for the last three (3) fiscal years exceed $2.5 million. If a large business chooses to subcontract, it is recommended that 55 percent of the total planned subcontracting dollars should be placed with Small Business (SB) concerns. Of that 55 percent, 9 percent should be placed with Small Disadvantaged Businesses (SDB), or Historically Black Colleges and Universities or Minority Institutions, and 5 percent with Women-Owned Businesses (WOSB). WOSBs may not qualify as SDBs for federal contracts. This project is open to both large and small businesses. Standard Industrial Classification Code is 8712. This is not a request for proposal.
