Strike System Program Office (WMG), Product Support Office (PSO),
Contracting Directorate (WMGK), Aeronautical Systems Center (ASC), Air
Force Material Command (AFMC), Eglin AFB FL, plans an Engineering and
Manufacturing Development (EMD) effort for the Hard Target Smart Fuze
(HTSF), with follow-on options to procure approximately 500 HTSF units
to satisfy Air Force requirements. Contract award is anticipated in May
1998. The EMD program will provide a fully qualified fuze design for a
production decision. It is anticipated that the first production
option will be exercised in the third quarter of fiscal year 2002. The
accelerometer-based fuze will provide burst point control for hard
target munitions employing the BLU-109/B and the BLU-113 warheads. The
HTSF system will have the capability to provide modes of operation
consisting of void/layer count, depth of burial (accelerometer double
integration), and redundant electrically selectable backup time delays.
Additionally, the fuze will be compatible with a modified FZU-55 for
power and environmental sensing to determine safe separation from the
attack aircraft. The fuze will be capable of being set with mission
parameters via a Ground Setter Unit (GSU). The basis for the GSU is the
Common Munition Bit Reprogramming Equipment (CMBRE). This synopsis is
to inform all potential offerors that a Draft Request for Proposal
(DRFP) will be available for review and comment on approximately 9
January 1998. Parties interested in providing feedback or comments will
be given 21 days to respond after release of the DRFP. Requests for the
DRFP should be addressed to ASC/WMGK, Bldg 11, 102 West D Avenue, Ste
300, Eglin AFB FL 32542-6807, Attn: Brian Trotter. Respondents must
state if they are a small business concern IAW FAR 52.219-1 (SIC
Code/Size Standard is 3483/1500 employees). Responding firms must have
a secret level security clearance and be export control certified IAW
DoD 5230.25. Export control certification may be obtained through the
Defense Logistics Services Center, Battle Creek MI 49016-3412,
telephone number 1-800-352-3572. A Technical Library containing HTSF
information is available for use. The library is located at the SEMCOR
office, 368 Adams Ave, Valparaiso FL 32580. Potential offerors should

further information. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
