Internal Revenue Service (IRS) is conducting a search to assemble a
potential bidders' list of firms interested in competing in IRS's
purchase of commercial-off-the-shelf (COTS) multimedia management
training programs for use in 31 IRS Professional Development Centers.
The target audience for use of the programs include entry, mid-level
(branch)and advanced (division) managers. The programs shall have the
following characteristics: be stored on CD-ROM; allow student decisions
and inputs to determine the difficulty level, order, and pace of the
instructional delivery and the subsequent visual and auditory outputs;
have the capability to track learner progress and allow learners to
re-start a session at the place of termination; provide summaries of
key points; contain resources, such as topic-related books, articles,
and other references, for follow-on training and reinforcement of
objectives; contain interactive (two-way communication between the
student and the instructional system; active involvement of students)
role play to engage the students in the practice of skills and
techniques taught; provide feedback; and contain pre/post assessments.
Topics that shall be covered include: management of relationships;
management use of empowerment; conflict resolution; performance
management; team leadership; managing a diverse workforce; and managing
during change. The number of programs purchased will depend on the
thorough coverage and engagement of the learners with the identified
topic areas. Topic coverage in the programs shall provide working
knowledge for entry managers and contain program capability so that
more experienced (mid and advanced) managers may shorten their learning
paths and time. The purchase of the multimedia programs will include
any required license agreement which will be non-exculsive and
perpetual. This is a request for information and market survey only.
The Government will use the information obtained from this notice to
understand the capabilites of the marketplace. All interested parties
should provide, at no cost to the Government, full descriptive
literature demonstrating their capabilities to provide the above
requirements. The closing date for receipt of interested responses is

Government reserves the right to set-aside any follow-on solicitation
