SUPPLIER UTILIZATION THROUGH RESPONSIVE GROUPED ENTERPRISES (SURGE) PROGRAM This addendum revises Broad Agency Announcement (BAA) SPO410-97-S-0005 published 2 October, 1997. This addendum clarifies the concurrent expansion study option. Page 2 of the subject BAA is amended by inserting the following after the first full paragraph: Concept papers may be submitted which are keyed to DLA items only or DLA items in conjunction with broader groups of parts. The option also exists to perform a concurrent study to project an expansion of the program to other parts groups, including commercial and Service managed weapon system items. Offerors may also elect to perform a study prior to deciding to support items, however, obtaining the earliest possible results is emphasized. It is important that concept submissions be structured so that they are easily severable into the portion addressing item support versus an outline projecting a concurrent study, should that option be exercised. Benefits related to each portion of these concepts should also be easily severable. Offerors may request funds for concurrent studies, and, DLA will prioritize and fund the studies based on DLA needs and based on program funds available. In summary, offerors have the following options available: (1) submit a concept paper to support items without requesting to do a concurrent study, (2) submit a concept paper to support items and request to do a concurrent study, (3) submit a concept paper requesting to do a concurrent study only (to prepare a concept paper to support items). The closing date for full Concept Development papers is reestablished to January 30, 1998.
