The new program, ITOP II, will utilize the current ITOP program as a foundation. Our intent is to solicit comments from industry and our customers for inclusion in the new program. We are interested in all comments, and in particular views in the following areas: 1) fair opportunity process, 2) inclusion of 8(a) and small business, 3) state and local use of the contract, and (4) the demarcation and nature of tasks under the SOW. Our plan is to issue a draft RFP in spring 1998, the formal RFP in the summer, with award in the fall.
