VEHICLE (EKV) PROGRAM. The government currently has two on-going
parallel contracts (DASG60-90-C-0165 with Boeing North American,
Incorporated, Space Systems Division, 12214 Lakewood Boulevard, Downey,
California 90241-7024 and DASG60-90-C-0166 with Hughes Missile Systems
Company, P.O. Box 11337, Tucson, Arizona 85734) for the design,
development, fabrication, and testing of a state-of-the-art kinetic
Kill Vehicle (KV) that incorporates the latest technology in avionics,
seeker, and propulsion and reaction control subsystems which can
achieve sufficient maturity to support interceptor development and a
fielding decision if required. These contracts were competitively
awarded in October 1990. To date the Government has invested
considerable sums of money and considerable time in this developmental
work. It is the intent of the Government to award letter contract
add-ons to these contracts (See Note 22) for the fabrication,
integration, and testing of two (2) additional KV flight hardware
units, flight test support for two (2) additional flight tests, and
additional systems engineering support to address EKV/NMD integration
issues. Additionally, Digital Global Positioning System (GPS)
Translators (DGTs) are to be added to the kill vehicles built and
tested as part of flight tests IFT-5 and above. This requirement also
includes options for four (4) additional kill vehicles, seven (7)
additional flight tests and support, and Special Studies. The objective
of the acquisition is the further testing of the exact hardware
developed under the current contracts. Because this requirement is for
additional KVs being developed by Boeing and Hughes and additional
flight tests which support a planned increase in flight testing and
additional engineering analyses associated with NMD integration issues,
award of these efforts to other than the proposed offerors would result
in substantial duplication of costs to the Government. A TOP SECRET
facility clearance is required. The proposed effort will not beopen to
foreign participation. As permitted by Note 22, interested firms

to Contract Numbers DASG60-90-C-0165 and DASG60-90-C-0166. All notices
