Defense Supply Service-Washington intends to negotiate, on a sole source basis, with HJ Ford Associates, Inc., in order to "bridge" the existing contract, #19628-96-D-0025, with HJ Ford Associates, Inc.,which expires on 16 March 1998. The requiring activity, the Joint Theater Air and Missile Defense Organization (JTAMDO), requires continued technical and analytical support until the solicitation for the competitive, follow-on contract is awarded. JTAMDO requires diverse operational and technical experience and knowledge using a system engineering approach. Required technical services include program management, specialized technical analysis, and modeling and simulations of Theater Air and Missile Defense systems and initiatives. Since JTAMDO conducts technical analyses of the Army, Navy, Marine Corp, and Air Force capabilities and emerging technologies, the contractor must also possess Joint operational experience and highly specialized technical expertise in current and developing Theater Air and Missile Defense weapon systems, battle management concepts including the Joint Composite Tracking Network and Joint Data Link studies, and threat assessment. The contractor must possess the ability to frame issues from Working Integrated Product Teams (WIPT)/Services/CINCs for senior official review/understanding and to integrate WIPT TAMD conceptual strategies into a cohesive Master Plan.
