This is a competition limited to non-profit organizations with information technology (IT) experience; there can be no existing contractual relationship with the Department of State. This will eliminate any potential conflict of interest and help to ensure impartial assessments. Contractor assistance is needed to ensure that strategic, planned IT investments are viable, realistic, have measurable goals, and that planned programs attain the desired results. Work will be based upon the tenets of the Clinger-Cohen Act, the Capital Planning Investment Guide, and the GPRA of 1993. Programs with IT components will be assessed on a macro level in most cases; assessments must be evaluative and prescriptive, i.e. a report card alone will not suffice. Return-on-investment and risk analyses will also be required. An ID-IQ type of contract is anticipated.
