SPECIALIST 253-931-7077. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart 12.6
as supplemented with additional information contained in this notice.
This acquisition is being acquired on an Other Than Full and Open
Competitive Basis pursuant to FAR 6.302-1 with W.L. Gore & Associates,
Inc. W.L. Gore & Associates is the only Department of Defense approved
source for the material that meets the requirements of the Technical
Orders for aircraft access panel maintenance. This announcement
constitutes the only solicitation; proposals are being requested and a
written request for proposal will not be issued. Delivery is required
60 days after the date of contract. Award will result in a firm fixed
price definite quantity contract with FOB destination. Quantity
required: 200 rolls delivered 60 days after the date of contract to GSA
WDC BLDG 312 209 946 6325, DEL BY 1PM RAIL SHIPMENT PROHIB, ROUGH AND
READY ISLAND, STOCKTON, CA 95203. Delivery to be scheduled IAW
F-FSS-300, Scheduling of Deliveries to GSA Depots. The solicitation
document and incorporated provisions and clauses are those in effect
through FAC 97-02. The following FAR provisions apply to this
solicitation and are incorporated by reference: FAR 52.212-1
Instructions to Offerors Commercial Items along with 52.204-6,
52.214-34, and 52.214-35. FAR 52.233-2, and L-R10-233. The Notice of
Priority Rating for National Defense use is "DO" for this solicitation.
Other FAR provisions include: 52.212-4 Contract Terms and Conditions
Commercial Items, 52.203-3, 52.204-4, 52.225-11, 52.232-17, 52.246-2,
52.247-34, and 52.248-1. FAR 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Commercial Items.
The following numbered subparagraphs under paragraph (b) of this clause
apply (1)(2)(3)(6)(7)(8)(9). In addition, 52.225-3 Buy American
Act-Supplies applies. The following GSAR provisions and clauses apply
to this solicitation and are incorporated by reference 552.211-74,
552.211-75, 552.211-76, 552.211-77, 552.211-80, D-FSS-456-G(TFT),
D-FSS-475, D-FSS-440, I-FSS-160-A, A-FSS-40, L-FSS-59, 552.216-73 and
552.246-70 paragraphs (a)(b)(c). Other GSAR provisions and clauses
include: Contract Terms and Conditions Applicable to GSA Acquisition of
Commercial Items, 552.212-71 including 552.203-70 Restriction on
Advertising, and 552.211-73 Marking. In addition, subparagraphs (a),
(b), and (c) of 552.246-70 Source Inspection by Quality Approved
Manufacturer are incorporated by reference. The variation of quantity
is +/- 5%. The minimum offer acceptance period is 120 days. FAR
52.212-2 Evaluation Commercial Items. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforms to the solicitation, is determined most
advantageous to the Government price and technical considered. The
evaluation will consider technical equal in importance to price. The
following factors will be used to evaluate offers price and technical.
The technical evaluation factor is past performance. The Government
will evaluate the quality of the offeror's past performance in distinct
and separate evaluation from the Contracting Officer's responsibility
determination. The Government reserves the right to obtain information
for use in the evaluation of past performance from any and all sources
including sources outside the Government. The Government reserves the
right to award the contract to other than the lowest priced offeror.
Vendors wishing to respond to this solicitation should provide this
office with the following as a minimum, a price proposal on company
letterhead or SF 1449 for the requested items showing unit price,
extended price, technical information, past performance, prompt payment
terms, DUNS number, remittance address, point of contact for contract
administration, ordering information in accordance with 552.216-74 and
copies of FAR 52.212-3 Offeror Representation and Certification
Commercial Items. Please refer to http://www.arnet.gov/far/ for any of
the FAR citations listed in this announcement. For copies of any GSAR
or FSS clauses, please send a written request, either via fax
(253-931-7174/7039), email or regular mail, to the Contract Specialist,
no later than January 2, 1998 to ensure timely receipt of material
requested. Copies of FAR 52.212-3 will be provided to an offeror upon
request and must be submitted with offer. Responses to this
solicitation are due close of business January 8, 1998. All offers
shall be sent to GSA, Paints & Chemicals Ctr., Bid Custodian
