Motors and Associated Hardware. This is a notice of intent to issue a
Request for Offer (RFO5-10003/608) on a non-competitive basis in
accordance with 10 U.S.C. 2304(c)(1) -- "Only One Responsible Source""
-- to the Canadian Commercial Corporation (CCC), Ottawa, Ontario,
Canada, K1A oS6, for 100% subcontracting to Bristol Aerospace Limited
(BAL), Winnipeg, Manitoba, Canada, RSC 2S4 for the acquisition of 20
each, Black Brant V Rocket Motors P/N 600-00046-5 filled 26KS20000
motor assembly with nozzle; 20 each, Black Brant Igniters P/N
600-04862-3; 10 each Black Brant V exit cones P/N 600-00048-3; 20 each,
Black Brant V Igniting Housings P/N 600-02012-35; 20 each, Black Brant
V Tail Assemblies P/N 600-04002-5; 10 each, Black Brant 9/10 Hardware
Kits P/N 600-03011-45; and, 10 each, Black Brant 9 Mod 2 Hardware Kits
including extended exit cones P/N 600-03010-45 and P/N 600-04003-1.
This motor was designed by BAL to respond to a perceived requirement of
the sounding rocket community to fly heavier payloads as previously
flown on vehicles of lesser capability. Also, this motor was developed
to meet the specific needs of NASA's Sounding Rocket Program, and is
compatible with all the Black Brant motors and hardware. All of the
detailed manufacturing drawings, and specificatiohns were developed by
and remain proprietary to BAL. It is estimated that an effort by
another firm would require a minimum of 1.5 years to design, produce
drawings/specifications, develop manufacturing procedures, and
processes to provide a comparable rocket. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 22. An
Ombudsman has been appointed. See Internet Note "B". Firm date for
receipt of offers will be stated in the RFO. Any other persons desiring
consideration are required to fully identify their interest and
capabilities within 15 days of the publication of this synopsis to the
