acquiring on a sole source basis with Southwest Research Institute
pursuant to FAR 6.302-1. The Government intends to issue a
Firm-Fixed-Price contract (FFP) to help the tri-service studies on the
biological and behavioral effects of a new non-lethal weapon (NLW). To
aid decision makers in making the difficult choices in acquiring the
best NLW for operational forces, the Human Systems Center (HSC) uses
the Joint Tactical Simulation (JTS) to conduct computer aided exercises
(CAX). Two scenarios will be built that include the NLW as part of the
defending force's weaponry. For each of the scenarios, the contractor
(SECRET clearance required) will assist HSC's staff in creation of the
scenario, the execution of the CAX, and the analysis of the results.
Development of scenarios and presentation of results will require the
contractor to travel to the home organization of scenario participants
on two occasions for a total of four trips. After each simulation
exercise has been completed, the contractor will work with the HSC
staff to develop a report detailing the analysis of that CAX. Each
report will capture the assumptions and methods of analysis as well as
the basic conclusions that may be drawn from the results of the CAX.
