Seven Sommerhauser, Contract Specialist, 805/989-1953 The Naval Air
Warfare Center Weapons Division (NAWCWPNS), Point Mugu, CA intends to
procure a Memory Modulator, otherwise known as the DRFM. The DRFM
covers an instantaneous bandwidth either in the 9.0 to 9.8 or 9.5 to
10.3 gigahertz frequency range. The DRFM shall be capable of receiving
and memorizing a continuous wave, frequency modulated or phase coded
radar signal. The DRFM shall be capable of coherently retransmitting
the radar's signal with a fixed or progressive time delay. The time
delay and frequency shift shall match the following kinematic equations
for a constant acceleration: x(time delay) = 1/2 * acceleration * time
where acceleration = velocity (based on frequency/Doppler shift) *
time The DRFM shall be capable of producing various combinations of
Electronic Countermeasures techniques such as, but not limited to,
Pipeline, Pull off and Delay, Stretched Pulse or Multiple False Targets
(range and velocity). The time delay (range) and frequency shift
(velocity) shall be enabled together orindividually in either opening
or closing false target directions. The DRFM shall be programmed via a
RS-232 interface. The mode type and parameters shall be entered
utilizing and interactive menu or a specific command line sequence. The
DRFM shall be capable of storing 16 programs in each of the three modes
in command line sequence. For the 4-wire remote interface commands, 15
of the 48 total programs will be available. The unit shall also meet
stringent form factor, weight and power consumption requirements. The
requirement may be awarded on either a First Article Testing required
basis or on a First Article Testing waived basis. For award on a First
Article Testing required basis: the requirement is for one each First
Article Unit, 1 lot First Article Testing, 1 lot Engineering Manual,
25 each IDIQ production units and Technical Data. First Article Testing
shall be no later than 300 days after contract award. Delivery of the
First Article unit shall be no later than 45 days after approval of the
First Article test report. Delivery of the Engineering Manual shall be
no later than 90 days after acceptance of the First Article Unit.
Delivery of the IDIQ production units shall be at a minimum rate of 2
each per month to commence no later than 300 days after date of
Delivery Order. For award on a First Article Waived basis: the
requirement is for 1 each initial order production unit, 1 lot
Engineering Manual, 25 each IDIQ production units and technical data.
Delivery of the initial production unit shall be no later than 300 days
after date of contract award. Delivery of the Engineering Manual shall
be mo later than 360 days after contract award. Delivery of the IDIQ
production units shall be at a minimum rate of 2 each to commence no
later than 300 days after date of Delivery Order. Delivery shall be FOB
Destination to Naval Air Weapons Station, Point Mugu, CA 93042. For a
