Privatization is defined as the transfer of ownership and responsibility for operation, maintenance, repair, upgrade, and plant replacement to the non-federal sector. As a result of this solicitation, a company will be selected to assume ownership, with the actual transfer accomplished after the award of this indefinite term utility service contract and subject to Congressional authorization and approval, and provide natural gas fuel supply to STAS. Upon transfer, the system will come under the regulatory authority of the New York State Public Service Commission. The existing gas system consists of approximately 18 miles of gas mains (metallic) and 2 miles of service connections (plastic). There are approximately 280 buildings connected with consumption of approximately 75,000 m/cuf per year. Reduced consumption due to downsizing prior to the divestitute of Stewart Army Subpost is expected. Divestiture is scheduled to be no later than 30 September 1999. The system will be operated in accordance with New York State regulations. Only offers from companies which are regulated public utilities will be considered. The successful offeror must be a regulated utility in the State of New York not later than ninety days after notice is received. The Standard Industrial Classification (SIC) for this requirement is 4923 with a size standard of $5,000,000. This requirement is unrestricted.
