Abell_Beverly%PAX9@MR.NAWCAD.NAVY.MIL. 17. The Naval Air Warfare
Center's E-2C Integrated Program Team, Patuxent River, Maryland, has a
requirement for Analytical, Engineering and Managerial services for
the E-2C Airborne Early Warning (AEW) Foreign Military Sales (FMS)
program. The required tasking is comprised of the following distinct
and interrelated areas: (1) FMS pre-case; (2) FMS program support
during design, development, acquisition, and case closure phases; (3)
software configuration, analysis, and post production engineering; (4)
FMS test planning, witnessing, and analysis; (5) Weapon System
specification analysis; (6) Integrated Logistics Support (ILS)
functions; (7) Data Link interoperability analysis; and (8) training
systems support. It is anticipated that this requirement will also
include the following "Optional Services": (1) Engineering Change
Proposals (ECPs) analysis; (2) foreign country unique subsystem
development analysis; (3) special reporting requirements; (4) Weapon
System liaison support services; and (5) Unique Hardware/Software
Requirements . The exercise of any options will be based upon
requirements generated by foreign government or the requirements of the
Naval Air Systems Command (NAVAIRSYSCOM). This effort will be performed
100% off-site. The period of performance shall include a base year and
four one year option periods. The estimated level of effort is 415,600
man-hours including all options. A Department of Defense Secret
facility clearance and Secret level of safeguarding is required to
perform this effort. ALL POTENTIAL OFFERORS ARE ADVISED THAT PRIOR TO
RELEASE OF THE SOLICITATION, THE GOVERNMENT INTENDS TO ISSUE A DRAFT
STATEMENT OF WORK, PERSONNEL QUALIFICATIONS, AND SOLICITATION SECTIONS
L & M. Potential offerors will be asked to provide comments,
questions, and recommendations. All requests for draft solicitation
documents must be made in writing to the address below within 20 DAYS
of the appearance of this notice to receive the aforementioned draft
